New Automated Speed Enforcement Locations Deployed Citywide

The Metropolitan Police Department has announced the deployment of new photo enforced locations beginning on November 21, 2011.

The deployment locations for the Photo Enforcement Units will continue to be at sites with the highest number of crashes and injuries, calls for police service, and high speed volume. MPD also considered recommendations or requests from the Department of Transportation, Advisory Neighborhood Commissions and civic or citizen associations.

The thirty-day educational phase will commence on November 21, 2011, whereas violators will receive warning citations. On December 21, 2011, MPD will begin issuing live moving citations to violators.

The new photo enforcement locations are as follows:

1. 1900 block of Foxhall Road NW, north and south bound directions, 25 mph

2. 2800 block of Calvert Street NW, east bound, 25 mph

3. 2300 block of Connecticut Avenue NW, south bound, 25 mph

4. 100 block of Florida Avenue NW, east and west bound, 25 mph

5. 4200 block of South Capitol SW, south bound, 25 mph

6. 2300 block of Porter Street NW, east and west bound, 30 mph

7. Canal Road NW .3 miles south of Arizona Avenue NW, north and south bound directions, 35 mph

8. DC295 NE at Benning Road overpass, north bound, 45 mph

9. DC295 SW .7 miles south of Exit 1, north and south bound, 50 mph

The DC Office of Planning (DCOP) and DC Department of Transportation (DDOT) are jointly developing a master land use and transportation plan for the St. Elizabeths East Campus. On October 27, 2011, a public meeting will take place to show the revised master plan alternatives and seek input on the preferred plan.

Meeting date: October 27, 2011
Meeting time: 7:00 to 9:00 p.m.
Meeting location: Malcolm X Elementary School, 1351 Alabama Avenue SE, Washington, DC 20032

This is the final public meeting on the master plan. The plan will undergo a 30-day written comment period until November 27.

Those wishing to make comments at the hearing must notify the agencies by October 26, 2011 at 5:00 p.m. A final hearing on the Transportation Environmental Assessment will take place later this fall.

New Southbound DC 295 Flyover Bridge to Open This Weekend

First Major Phase of Completed Work Now In Place

Ramp Closures and 20-minute Stoppages Required to Conduct Traffic Switch

(Washington, D.C.) The District Department of Transportation (DDOT) is preparing to open the new southbound DC 295 flyover bridge in SE Washington this weekend. The opening of the new flyover bridge – which entails the realignment of the southbound lanes of the Anacostia Freeway (295) between Pennsylvania Avenue and Howard Road - represents the first major phase of completed work on the 11^th Street Bridge Project.

The flyover bridge is 1368 feet long and rises 68 feet in the air at the highest point.

The opening will occur in phases starting at midnight on Friday, October 7 and is expected to be completed by the following afternoon. Southbound traffic will be shifted from the current lanes to the new flyover bridge.

Project Background / Status

Construction on the 11th Street Bridge Project started in December 2009 and is scheduled to be completed by July 2013. The purpose of the Project is to replace the two existing Anacostia River Bridges which have outlived their design life; provide the missing connections to the Anacostia Freeway; improve and enhance pedestrian and bicycle access and reduce commuter cut-through traffic in the local neighborhoods.

Approximately 70 percent of the work is being performed outside the current roadway footprint and the phased construction has allowed the contractor to minimize lane closures and the impact to the traveling public. The opening of the new southbound DC 295 flyover bridge will allow for construction to start on the new inbound and outbound freeway ramps. Once the ramps are completed the next major milestone will be the opening of the new freeway bridges across the Anacostia River late this year.

Ramp Closures and 20-minute Stoppages Required to Conduct Traffic Switch

The traffic shift to the new flyover bridge will require temporarily closing the following ramps starting at 10 pm on Friday, October 7 through 3 pm on Saturday, October 8:

·         The ramps from Pennsylvania Avenue to southbound DC 295
·         The ramp from the outbound 11^th Street bridge to southbound DC 295
·         T he exit ramp from southbound DC 295 to Howard Road.

In addition, single lane closures will apply to southbound DC 295 starting at 8 pm on Friday, October 7. The ramp closures will allow the contractor to complete the construction work necessary to perform a major traffic switch onto the new southbound DC 295 flyover bridge.

During the ramp closures, the following detours will be in place:

× Motorists traveling eastbound on the Southeast/Southwest Expressway and south from the 3^rd Street tunnel will be detoured onto South Capitol Street to access southbound 295.

× Motorists traveling on Pennsylvania Avenue, SE will be detoured via 11^th Street, SE onto M Street, SE, and then onto South Capitol Street to access southbound 295.

× Motorists seeking access to Howard Road, SE from southbound DC 295 will be detoured to Suitland Parkway and then via First Sterling Avenue, SE to Howard Road, SE.

(WASHINGTON, D.C.) – Mayor Vincent C. Gray; D.C. Council Chairman Kwame Brown; Councilmembers Marion Barry (Ward 8), Tommy Wells (Ward 6) and Yvette Alexander (Ward 7); and District Department of Transportation (DDOT) Director Terry Bellamy today launched a new D.C. Circulator route, the first to ever provide service east of the Anacostia River. The new route runs from the Potomac Avenue Metro Station to Skyland and the Good Hope Marketplace Shopping Center via Barracks Row.

“When you provide better transit service and improve mobility, there are a host of benefits – not the least of which is better access to jobs,” said Mayor Gray. “This new route connects these communities east of the River - where jobs are scarce - with the employment centers across the District.”

The Potomac Avenue Metro to Skyland via Barracks Row route will complement existing Metrobus routes with fast, limited-stop service bridging the Anacostia River. Passengers paying with a SmarTrip card will be able to travel from Skyland to anywhere the Circulator travels in the District, including Georgetown and Union Station, for just $1.00.

“The D.C. Circulator’s low fare, convenient schedule and unique styling make it a very attractive and popular way to get around,” said Director Bellamy. “In fact, more than 500,000 people ride Circulator buses every month now, and we’re confident that number will go up now that we can provide service to more neighborhoods. We welcome this new route to the Circulator family today and look forward to serving new customers.”

The route will initially run from 6 am to 7 pm, Monday through Friday, and will serve the following stops in Wards 6, 7, and 8:

In addition to making stops at the Anacostia, Eastern Market and Potomac Avenue Metro stations, the new route will also connect to six Capital Bikeshare stations. For more specific information about Capital Bikeshare, visit www.capitalbikeshare.com.

In developing this route, DDOT held four public meetings with residents and interested stakeholders to solicit input on the proposed route and stop locations. The final route takes into consideration comments received from these community meetings as well as a community survey.

Please note: The route as shown included a detour on Martin Luther King, Jr. Avenue, SE and past the Anacostia Metro Station that was necessitated by construction on the 11^th Street Bridge Project. DDOT plans to close the 13^th Street ramp to the inbound bridge later this year, and the buses had to be rerouted to navigate around the planned closure. The detour route is longer and DDOT is exploring options to obtain 2 more buses so the Circulator can maintain 10-minute headways.

The American Jobs Act: What You Need to Know

Last Thursday, President Obama spoke to a special Joint Session of Congress and discussed his plan to put Americans back to work. On Monday, the President sent the American Jobs Act to Congress and urged them to pass the bill.

As the President explained, the American Jobs Act will help create jobs and grow the economy through a number of programs, including proposals to:

Provide $50 billion in immediate investments for highways, transit, rail and aviation
Provide $10 billion to create a National Infrastructure Bank
Invest $35 billion to prevent layoffs of up to 280,000 teachers while also keeping tens of thousands of police officers and firefighters on the job
Modernize at least 35,000 public schools with $25 billion in infrastructure investments and $5 billion to improve community colleges
Create a new "Project Rebuild" to put construction workers back on the job with $15 billion to rehabilitate and refurbish hundreds of thousands of vacant homes in communities across America.

On Friday, President Obama along with Senior Advisor Valerie Jarrett, Director of the National Economic Council Gene Sperling, and Director of Intergovernmental Affairs Cecilia Muñoz, spoke to over 1,100 state, local and tribal officials on the phone to explain how his plan would put people back to work in communities across the country.

Mayor Vincent C. Gray has announced the pilot Workforce Incentive Program (WIP) to increase the participation of District residents on locally funded projects. The initiative will first be implemented by the Office of Public Education Facilities Modernization (OPEFM) before eventually expanding to other District projects.

The pilot WIP initially involves six District-funded school construction projects totaling approximately $55.6 million. They are: Turner Elementary School modernization (Ward 8); Hart Middle School Phase 1 (Ward 8); Seaton Elementary School Phase 1 (Ward 2); Maury Elementary School Phase 1 (Ward 6); Emery Elementary School @Langley (Ward 5); and Reconstruction of Takoma Elementary School (Ward 4).

The city’s Department of Employment Services and local Workforce Development Organizations (WDOs) are assisting in recruitment for this pilot program and will be on hand to register interested residents in our employment database and/or job training opportunities.

We are tuning in to you to help us make important decisions about Metro’s future.

For the first time ever, Metro will host combined Open Houses and Town Hall Meetings prior to its official Public Hearings. Metro staff members will be available at Open Houses for one-on-one conversations about Metro service and programs. Town Hall Meetings will give you an opportunity to talk about the future of the system with Metro leaders, including members of the Metro Board of Directors. During the Public Hearings, Metro will take formal testimony on the following options under consideration for the FY12 budget:

o Increasing the Metrorail train wait times on weekends

o Eliminating the Metrobus E6, K1 and N8 lines

o Restructuring the Metrobus M4, V7, V8, 70 and 71 lines

o Eliminating the 50¢ discount on certain Anacostia bus routes, resulting in MetroAccess fare increase, and modification of the Anacostia station bus transfer discount program

Metro A-Line Meeting at Savoy

WMATA (Metro) and the District Department of Transportation (DDOT) have begun a study into ways of improving transit service along the Metrobus “A Line” corridor, which runs mostly along Martin Luther King, Jr. Avenue through the Anacostia and Congress Heights neighborhoods.

Electric Bills to Decrease 15 percent for Pepco Maryland Customers
District of Columbia Bills to Decrease 10 Percent
New Standard Offer Service rates Effective June 1

WASHINGTON – Standard Offer Service (SOS) supply rates recently approved by the Maryland Public Service Commission for Pepco’s Maryland residential customers will result in an approximate decrease of 15 percent in their electric bills.
Pepco delivers electricity but does not generate it. The company purchases the electricity it needs for customers from competitive wholesale suppliers, who own power plants and produce electricity or who buy and sell it on the wholesale market.
For Maryland residential customers, starting June 1 the new SOS rates will decrease the total annual bill by about 15 percent. For a typical residential customer who uses about 1,000 kilowatt-hours (kWh) of electricity a month this will result in a monthly decrease by about $ 22.00, decreasing the overall bill from $150.69 to $128.65.
Earlier this year, the District of Columbia Public Service Commission (DCPSC) authorized a decrease in the supply rates for District Standard Offer Service customers. Beginning June 1, the change will decrease average monthly residential electricity bills by about 10 percent. The monthly bill for an average District residential SOS customer will decrease by about $10.00 adjusting the average bill from $97.66 to $87.72.
SOS, the cost of what customers pay for electricity, represents about 71 percent of a residential customer’s bill.
SOS rates apply to customers who do not select an alternative energy supplier and are based on market prices obtained through a competitive bidding process approved by the Maryland and District of Columbia Public Service Commissions.
“This is good news for our customers, who will reap the benefits of contracts negotiated when energy costs were on the decline as opposed to the present rising fuel costs,” said Thomas H. Graham President, Pepco Region. “I would encourage our customers to stretch their savings by conserving energy usage during the summer months.”
Pepco offers the following summer cooling tips:
4 Set thermostat at 78 degrees F, a reasonably comfortable and energy efficient indoor temperature. For every degree increased as health permits, customers can save 3 percent to 5 percent.
4 Consider using a ceiling fan with window air conditioners to spread cooled air to other rooms. Customers should be sure air conditioners are large enough to help cool the additional space.
4 Clean or replace air conditioning filters monthly. Foam filters can be rinsed with water and wrung dry. Fiberglass filters need to be replaced.
4 Install a whole-house ventilating fan in attics or in an upstairs window to help circulate air. Although not a replacement for a central air conditioning system, a fan is an effective way to stay comfortable on milder days.
4 Use vertical louvers or awnings to keep out the sun. Close any draperies, blinds and shades.
4 Keep lamps or television sets away from the thermostat. Heat from these appliances is sensed by the thermostat and could cause the system to run longer than necessary.

HUNGER DOESN’T TAKE A BREAK

Become a participant in the D.C. Free Summer Meals Program so that D.C.’s children can receive free meals after school lets out.

In the summer months, thousands of children in the District of Columbia lose access to the school breakfasts, lunches, and suppers they receive during the regular school year. The D.C. Free Summer Meals Program is a federal nutrition program designed to feed children (18 years of age and younger) free, nutritious meals when the school year ends.

Sites participating in the D.C. Free Summer Meals Program have the option to operate as a sponsor or become a meal site. Sponsors must be able to handle much of the administrative portion of the program. The deadline for submitting sponsor applications for the summer meals program is Friday, May 20, 2011. If you are considering operating as a sponsor, the Office of the State Superintendent of Education (OSSE) is hosting a training for new sponsors on Thursday, April 28, 2011 from 10am to 1pm at 810 First Street, NE 4th Floor. Register for this training by emailing wellness.nutrition@dc.gov.

Having a meal sponsor is a huge help to not only a summer meal site, but also to the success of the D.C. Free Summer Meals Program. The sponsor delivers the free meals to your site, contracts with the food vendor, and handles the majority of the program administration. Sites must track the meals delivered and served. There is no cost to your site if you have a sponsor.

The D.C. Department of Parks and Recreation (DPR) can sponsor your summer site but you must act NOW:

1. Complete the Site Information Form.
2. Complete the Sponsorship Agreement with DPR.
3. Send (via fax or email) the completed forms by April 30, 2011 to:

DDOT ANNOUNCES CITY-WIDE PAY BY PHONE PARKING PROGRAM

Motorists will be able to conduct their parking transactions by mobile phone

(Washington, DC) – The District Department of Transportation (DDOT) and Parkmobile today announced a program that will allow residents, workers and visitors to use their mobile phones to pay for parking at all of the approximately 17,000 on-street metered spaces throughout the District of Columbia.

“We piloted pay by phone parking in select business districts, with great results, and now we’re ready to offer this service citywide,” said DDOT Interim Director Terry Bellamy. “It provides another, convenient payment option for drivers. Instead of paying with cash or a credit card, all it takes is a couple clicks with the mobile app or a short phone call and you’re on your way.”

Parkmobile already provides pay by phone service in the Foggy Bottom, Georgetown Hospital, and Ballpark areas and will start adding locations around the District starting in June. Drivers can sign up at www.parkmobile.com, where they can also download a mobile app. Once registered, customers can use the mobile app, the internet, or a phone call to pay for parking. The parking transactions appear in real time on the handheld devices used by Parking Enforcement Officers.

“The Department of Public Works’ parking enforcement activities support District businesses by ensuring their customers have fair access to metered spaces,” said DPW Director William O. Howland, Jr. “By expanding the pay by phone parking program across the city, all motorists will benefit when parking at a meter."

The mobile apps for iPhone, Android, and Blackberry are easy to use. iPhone users will also be able to take advantage of the GPS functionality, saving up to 5 favorite zones and license plates. This meeting is held to discuss preparing youth to stay safe and avoid criminal behavior, especially after school and during summer vacation. The Metropolitan Police Department will engage youth in an energizing panel discussion followed by breakout workshops topics designed by youth for youth.

The panelists will include young adults who made it through their teen years successfully and are now embarking on careers or educational opportunities. Just to name a few confirmed panelists: Markus Batchelor, former DC Youth Mayor and 2011 George Washington University Trachtenberg Scholarship Winner; Chris Wright, Senior, Georgetown University; DJ Rico, Majic 102.3 and other exciting individuals.

Lunch will be served, followed by breakout workshops to further connect youth to positive avenues to stay out of trouble. We are calling on you to bring youth out to this exciting event. The purpose of this yearly event is to provide assistance with engaging youth residents, their parents or guardians in meaningful activities that deter criminal behavior.

· From 1:00 – 3:00 pm there will be a show/sale of patient art, baked goods, photography, poetry, jewelry, and photography. About 30 individuals in care have signed up to sell the results of their talents or to perform as musicians or dancers (performances start at 2:00 pm).

· At 3:00 pm we will dedicate the new Labyrinth Courtyard in memory of former patient and lifelong consumer advocate Nancy Lee Head AND dedicate Gorelick House in memory of psychiatrist Dr. Ken Gorelick, whose Hospital legacy includes the bibliotherapy program and original Museum. A reception will follow the dedications.

· The Museum will be open and there will be historic artifacts from other sites in the building on display in the event area.

Family & Friends Day is open to the public, so please invite others. We are convenient via Metro – the Hospital sits atop the Congress Heights Metro Station (Green Line).

Yesterday, the Census Bureau released its detailed population estimates for
the District of Columbia. This process kicks off the decennial debate over
redrawing DC's wards. The boundaries of 2, 7, and 8 will have to shift,
which will likely affect some of the other wards as well.

To encourage more resident input, I've created a web application that lets
you do the redistricting yourself. You can see the populations and
boundaries of each ward and click to move areas between wards until they
balance out.

create a report for the DC Council. I hope that many of you will take a few

Two Seniors Win Stephen J. Trachtenberg Scholarship to GWU

In a surprise announcement yesterday, two seniors were awarded the GW-Stephen J. Trachtenberg scholarship to George Washington University, which provides full funding for all four years at the school. Steven Knapp, GWU's President, along with representatives from the admissions staff,surprisedMarkus Batchelor and Moo Ho Bae II during their lunch period.

The Trachtenberg scholarship is awarded to nine high-acheiving seniors from private and public schools in DC who are recommended by their college counselor for their academic and leadership skills. The program provides recipients with tuition, room and board, books, and fees, totaling over$200,000. Thurgood Marshall Academy is the only charter school to have students win this prestigious award.

Both students were completely shocked at the announcement because each thought the other would win. "Having two people from our school win the award was unlikely in my mind," Markus commented on Channel 7's coverage of the event. Both students are extremely active in the Thurgood Marshall Academy community and beyond--Markus is Student Body President and was the DC Youth Mayor last year, and Moo is on the debate team, writes for the TMA Brief, and is the 12th grade Class Representative. Both are challenging themselves academically through Advanced Placement and Honors classes.

Moo and Markus will join Dayna Hudson ('09), the first Thurgood Marshall Academy student to receive the scholarship.

Public Meeting for Anacostia Streetcar Phase 2 Environmental Assessment and Historic Preservation Study

(Washington, D.C.) The Federal Transit Administration (FTA) and the District Department of Transportation (DDOT) are hosting the second public meeting for the Anacostia Streetcar Phase 2 Environmental Assessment and Historic Preservation Study, on Saturday, March 26 at Matthews Memorial Church, from 10 am to noon.

As part of this study the FTA and DDOT are analyzing a range of transportation alternatives, including the proposed streetcar routes that emerged from the last community workshop held on January 12, 2010, to create a transit connection between the Anacostia Metrorail Station and the 11^th Street Bridge. The various transportation options that are under consideration and the criteria that will be used to evaluate these alternatives will be presented at this meeting.

On Monday, February 28, education and community leaders as well as parents and students will gather for a Town Hall event on parent engagement. The evening will feature clips from the award-winning documentary, WAITING FOR “SUPERMAN” and an audience Q&A and panel discussion moderated by author and Time magazine contributor, Amanda Ripley focusing on providing information and tools for parents to better navigate the DCPS system as well as other educational options. Following the program, attendees will be able to further explore educational choices and speak with local representatives of several community youth and school organizations at an “Action Center” which will provide materials and information about many local programs and facilities.

Additionally, there will be volunteers on site to assist parents with submissions for the District’s Out of Boundary Enrollment, which are due by 11:59 p.m. on February 28. Sheridan Station – Unfolding before our Eyes.

So here’s the deal with Sheridan Station, a Federal Hope VI Project meaning that the project was awarded 6 Million dollars of federal money to help start what has become a 21 million dollar 345 unit mix use development in Anacostia DC. No not Congress Heights, not Belleview, not Historic Anacostia, but Anacostia.

Update Phase 1: Rental / Low Income Housing

So phase 1 will feature a Multi-purpose family building, which is a fancy word for Apartment Building. There will be 104 units in this apartment building. 22 units have been set aside for return Sheridan Station Resident, for public housing. 25 units have been set aside for Barry Farm Residents to help start the Barry Farm New Communities development, so that’s 47 units. The remaining 67 units will be Tax Credit Units. What are Tax Credit Units, you ask, well I have a paragraph below to help you understand better but it is a federal program where basically companies can write off loses/expenses by participating in the program that will help fund the construction of housing such as Sheridan Station. The 5 Story building will also feature a Medical Office, Fitness Center, Community Room, and a 100 KW PV Solar Panel System. Sheridan Station will be the first LEED Certified HOPE VI revitalization project in the United States. Out of the 104 units, 8 will be efficiencies (477 sq. Ft.), 42 one bed room. (500 to 800 sq. Ft.), and 54 two bed room (800 to 1000 sq. Ft.).

The Low-Income Housing Tax Credit (LIHTC) is the most important resource for creating affordable housing in the United States today. The LIHTC database, created by HUD and available to the public since 1997, contains information on nearly 31,251 projects and over 1,843,000 housing units placed in service between 1987 and 2007.

Created by the Tax Reform Act of 1986, the LIHTC program gives State and local LIHTC-allocating agencies the equivalent of nearly $8 billion in annual budget authority to issue tax credits for the acquisition, rehabilitation, or new construction of rental housing targeted to lower-income households.

Phase 1 will also construct one Muse style development. The Muse is the small U-Shaped community located between to the Multi Purpose Family building and Bowen Road. The Muse will consist of 8 Townhomes (1500 to 1800 sq. Ft.), 2 Manor Homes (1100 to 1300 sp. Ft.), and 2 Cottage Style Townhomes (1500 to 1800 sq. Ft.). The Manor home will house four, 3 bed room apartments. So for the first phase, we add an additional 8 rental units in the Manor Homes, which now bring us up to 112 rental units total.

Also in the Phase 1 rental units, two Townhomes will be made available to rent. In the picture below these units (D) are 16 foot townhomes with rear loading garages. The additional two townhomes bring the total rental properties of the phase 1 project to a total of 114 units.

To recap, we have 104 the MPF Building, 8 in the Manor homes, and 2 Townhomes, which tallies 114 rental units.

Phase 1: Home ownership

In the Muse development 6 of the 8 townhomes will be made available for home ownership under the Affordable Housing criteria guidelines. Which means these homes could be sold at market rate, but will use your income as a tool for price guidance. The two Cottage Style Homes (F) will also be apart of the homeownership program in terms of affordable housing.

So out of the total 18 homes available in the Muse – 8 apartments, and 10 townhomes, 10 will be rental properties, and 8 will be available for home ownership.

32% of the homes will be sold to families who make less than 60% of the Area Medium Income, 35% of the homes will be sold to families who make between 60 to 80% of the AMI, and the final 33% will be sold at an AMI of 81 to 100%.

These numbers will also be in agreement with the 56 Condo units that will be built on Sayles Place near Howard Road SE. These condos will be 2 and 3 bed room condos ranging from 1300 to 2000 square feet, each with their own private garage. It should be also noted that these condos will be stacked 2 by 2, mean there will be two 2-level condos at each stack. Both the Top and Bottom units will have their own garage and each a private entrance to their units.

So the total for homeownership for phase 1 will include 8 Townhomes, located on Sheridan Road, near Bowen Road in the MUSE. As well as 56 duplex condos on Sayles Place, near Howard Road, bring the total to 64 units for homeownership.

As I stated before all 64 homes will be made available under the affordable housing criteria guidelines.

So far so good, I’m not excited about the number of rental units versus the number of ownership units. The need for minorities to become homeowners is even more important now because of the economy and job market. I also do not like the need for Condos, I understand the developer want to maximize density, but Condos are never a good idea, more times than none, poor management of the Condo Association leads to poor upkeep and misappropriation of funds. Sayles place should have been strictly 3 and 4 Bed Room Townhomes with single and two car garages and brick fronts.

The Department of Youth Rehabilitation Services is hosting a job fair on FRIDAY, February 18, 2011 and need your assistance in getting the word out. The job fair is from 3:00pm to 7:00pm at the Old Councils Chambers, 441 4^th Street NW, Washington, DC (Judiciary Square). DYRS is seeking to employ potential applicants with interest and experience in the areas of juvenile justice, youth development, children’s health, and public safety in a secure environment.
